But cannot promote students without taking the exam. The court said that states have the right to cancel the examination, but not to promote them without examination. However, the decision to cancel the examination taken by the State Disaster Management Authority of some states may continue. The UGC cannot interfere in this matter. If the State Disaster Management Authority has decided that conducting the examinations from September 30 can be dangerous, then the UGC should extend the date of the examination further. UGC plea

While the UGC had directed that final year exams are mandatory, the state governments said that they were not in a position to conduct the examination. Earlier on August 18, the Supreme Court completed the hearing of the case and reserved the decision. The UGC had argued in the Supreme Court that since the degree is conferred by the UGC, the Commission has the right to order the conduct of examinations. Advocates and Opposition Arguments Representing the teachers of West Bengal, Advocate Jaideep Gupta, challenging the UGC guidelines, had said in the Supreme Court that it is impossible to conduct the examination in the state. The UGC issued arbitrary guidelines regardless of ground realities. At the same time, lawyer Tushar Mehta, appearing for the UGC, said that the UGC directed the conduct of the final year examinations, because the Commission felt that learning is a dynamic process and the exam itself is to assess one’s knowledge.
